The Cuyahoga County Agency of Inspector General's Mission is to promote honesty and accountability in County Government. To this end, we commit to you that if you report an allegation of wrongdoing to our Agency it will be fully investigated and when appropriate a referral for further governmental intervention or internal discipline will be made. It is no longer business as usual in Cuyahoga County. This is about a change in the way we do business. Michelle Thompson improperly accepted a cash payment from a client and failed to turn the payment over to the proper department.

Michelle Thompson falsified records by activating a client's benefits in the CRIS-E system to conceal the fact that she stole the cash payment.

Result(s):

Michelle Thompson's employment was terminated by the County Executive on June 4, 2013.

Allegation(s):

The Cuyahoga County Archives is wasting Cuyahoga County resources to sponsor a lecture series that is not consistent with the purpose of the Cuyahoga County Archives.

The Senior Records Management Administrator for the Cuyahoga County Archives, Judith Cetina, personally profited from the sale of a book that was authored in her capacity as a Cuyahoga County employee. 

The employees at the Cuyahoga County Archives are being permitted to accumulate excessive exchange/compensatory leave time.

Result(s):

The Inspector General recommended:

This matter be referred to the Director of Public Works so that she can require Judith Cetina provide an accounting of the profits received from the sale of the discounted books and return the profits to the County.

Judith Cetina submit a request for reimbursement for expenses associated with authoring the book to the County through the proper procedures.
