As the first Inspector General of Cuyahoga County, I commit to you that if you report an allegation of wrongdoing to my Agency it will be fully investigated and when appropriate a referral for further governmental intervention or internal discipline will be made. It is no longer business as usual in Cuyahoga County. This is about a change in the way we do business. We owe it to ourselves, to the taxpayers and to the residents of the county to engage in business practices of the highest ethical standards.

Investigations

The Agency of Inspector General is working to create an investigation process that facilitates all of the following:

  • Responsiveness to all individuals who report allegations of wrongdoing;
  • Prioritization of resources on cases that yield the most savings for taxpayers;
  • Protection of the rights of all individuals accused of wrongdoing; and
  • Adherence to the Principles and Standards for Offices of Inspector General as developed and approved by the Association of Inspectors General (May 2004).

The following is a representation of significant investigations conducted by the Agency of Inspector General.  It is not a complete listing of cases.

INVEST-000002 - Rybak, Linda

Allegation(s): Linda Rybak knowingly engaged in fraudulent activities that led to her improperly obtaining a promotion and increase in pay.

Result(s): Linda Rybak's employment terminated by County Executive on February 14, 2012.

INVEST-000070 - Carr, Terrance

Allegation(s): Terrance Carr frequently visits local bars while on duty and drinks alcohol during these visits.
          REPORT
Result(s): 
(1) Terrance Carr resigned from his County position on February 25, 2012.  Cuyahoga County Prosecutor's Office reviewing case to determine whether to file criminal charges.
(2) Management Inquiry sent to Director of Public Works requesting response identifying changes made to address systemic issues related to employee monitoring identified in the report.
(3)Received response to Management Inquiry from the Director of Public Works.

INVEST-000111 - Washington, Tracie

Allegation(s): Tracie Washington is using her position with the County to threaten a County resident.

INVEST-000153 - Lime, Mark

Allegation(s): Mark Lime is stealing cash bond forfeiture payments made to the Clerk of Courts.

Result(s): Mark Lime's employment was terminated by the County Executive on September 16, 2011.  Cuyahoga County Prosecutor's Office reviewing case to determine whether to file criminal charges.
